They really should fix that law, but the super-tough trainers always beat up the police officers' Pokémon in battle so they get to keep their ways of being far superior to everybody else.

But he already told you he uses a strong pokémon, Scarlet. He even gave you the chance not to battle him.

Semi side topic: I wish the games had a way for you to know whether you have a chance to beat a trainer (most notably gym leaders) before you actually start and lose the battle. I tend not to grind at all unless I really have to because the game gets too easy but I don't want it to be impossible to beat a gym leader either.

Unfortunately, he has a point. It's not very sporting, and it is a dick move, but it's still totally legal. Jirachi will fuck his shit up, though.
